h1susauxes filter file modified to demonstrate observation with changed filters
A single blank line was added to the end of the filter file for H1SUSAUXEX to test whether the IFO can enter the OBSERVE state with unloaded filter changes.
If loaded, this change would have no effect on the behavior of the filters.
The IFO went back to the observe state with a pending change in a filter file. Then we installed 5.5.0 version of H1SUSAUXEX while in observe without changing state.
