Earlier (86446) I updated the OSEM calibration for PR3, so now that that is looking better, I wanted to take the measurements that are needed to get the estimator fits.

Measurement settings:
- HEALTH_CHECK with the damping loops on
- ISI and HEPI in ISOLATED
- New OSEMINF gains (since those are now permanent)
- New DAMP compensation gains in FM7 (since those are also now permanent)

PR3 Pitch:
- Set DAMP P gain to -0.2
SUSPOINT to M1 with DAMP P gain at -0.2
