IFO is LOCKING in DRMI

We still don't know excactly what happened and if we fixed it but:

• IMC REFL power was reduced today (alog 86884).
• We also think the PSL alignment changed pre/post outage (alog 86882)

Now dealing with DRMI instability. Hoping to get locked.
