It seems like the charge on ETMX is increasing as seen by a few different metrics...

• We see kappa_tst increasing alog86595
• The L3 actuation strength increasing alog87007
• We are struggling to get good coherences without overflows while taking OPLEV charge measurements (alog86806, alog86958)
• We can see the OPLEV measured charge increasing (the inlock measurements have been seeing a large spread in values so I'm not sure how useful they are right now)
  • The coherences are pretty good on the inlock measurements but the associated errors recently have been greater than the measured/calulated values for Veff, since July22 - 1437231537

Currently the 'ETMX_L3_LOCK_BIAS_OFFSET' we use while locked is +6.05425, the sign is flipped when we are down. Specifically in the PREP_FOR_LOCKING main() fx it's set to -8.9, and it looks to be switching the value as expected.

There's not all that much we can do about this right now, we should keep an eye on it and make sure the values are flipped during maintenance windows (they should be since it's in GRD).
