Took meausrments on PR3 for the L estimator that we're installing.

Settings:
- ISI in ISOLATED
- SUSPOINT matrix set for PR3
- SUS in ALIGNED
- Estimators off (using regular damping)
- L DAMP gain to 20% (-0.2), P DAMP gain at 20% (-0.2), Y DAMP gain to 100% (-1.0)
