slow move of OFI temperature

I changed the OFI temperature slowly while Robert and Matt were doing other commissoning. We had only been locked for a bit over an hour when I started, so there is still some thermalization causing a downward drift in AS power, the steps related to OFI temp seem large enough to distinguish.
For the last point, the thermistor had been at 35C for 30 minutes but temperatures were still moving when we lost lock.

I've added a script in /ligo/gitcommon/labutils/beam_spot_raster/OFI_temp_stepper.py that would do some temperature steps once an hour.
