WP13437 upgrade h1cdsh8 timing card.

h1cdsh8's timing card was temporarily downgraded to a V3 unit 11jun2026 to get its first 20bit-DAC working without moving all the IO cards left.
In preparation for next week's CDS upgrade, I installed a V5 timing card and we are using the temporary boot param solution (pci=pcie_bus_safe) for h1cdsh8 (as was done for h1susb2h34 last week).

The single mode SFP was transferred from the old to the new. The 16bit-DAC AI Chassis was powered down during the swap and not powered back on until the computer was powered up.
The V5 card (S2101135) was removed from the DTS x1pxex IO-Chassis-5 as a known good spare.
EJ verified h1cdsh8 had two good 20bit-DACs. I verified that the timing card was running with MPS=128B
