Over the years, we've changed the order of guardian states, but choose not to renumber them during O4 so that trending would not be confusing.  I've now renumbered several guardain states in ISC_LOCK, so that they now appear on the medm screen in the order that they happen.  I also moved their locations in the ISC_LOCK file, so that file is more closely ordered in the way things happen. 

I've deleted 4 states that were in use when we were changing our DARM loop but are no longer used.
