Revert GDS version to previous 2.16.5 for control room computers 
Due to a bug that cropped up with diaggui, the GDS tools have been reverted back to gds-2.16.5 which was used prior to this morning's update.  This affects diag, diaggui, awggui, and foton.

The bug has been fixed, but I will need to run more tests before reinstalling.
