I changed lscparams.py to engage ITMX mode13 damping with a gain of 20, and ETMY mode 12 with a gain of 2, and set the max gains at 30 and 7, respectively.  I found lscparams.py modified but not check in, so I checked it in before making changes with the comment "as found," which was suggested by Jenne.  I have checked in my modifications to the file.
