EY IOP software watchdog found to have been tripped since last Wed

Dave noticed that the IOP software watchdog for EY was not active. We found that the watchdog had been tripped since ~11am last wednesday (7/2/14). The IO chassis had been restarted at that time but the IOP watchdog had not.

The EY SUS system was not reactivated following the reboots due to loss of 24V-DC on the IO Chassis last Wednesday (2nd July).

Jim and I went to EY and found that the new SWWD DACKILL is not disabling the AI chassis like it used to, we have reported this to Rolf. Also the lower AI chassis was found powered down and when we tried to start it up its power switch tripped off. Looks like overcurrent on the 15V-DC line. We unplugged and tagged the AI Chassis. With Jeff and Arnaud we found the 5th DAC is for ETMY ESD drive, so they are going ahead with damping the ETMY and TMSY suspensions, sans ESD.
